This paper shows that companies providing health insurance
to the spouses of their employees are assuming additional health
care costs of more than $46 billion nationally, including $891 million
for companies in the state of Missouri. It examines the free-rider
effect, and the distribution of costs associated with employer-sponsored
insurance (ESI) among dual-income families.

This paper compares two recent surveys, the Missouri
Health Care Insurance and Access (MHCIA) Survey and the Current
Population Survey (CPS), which found differing percentages of Missourians
that were uninsured in 2004. It discusses the sampling procedures
and methodologies of each survey, concludes that the MHCIA provides
a low estimate while CPS provides a high estimate and offers a new
estimate for the numbers and percentages of Missourians
that are uninsured.
