OVERVIEW OF COVERAGE AND THE UNINSURED


Charity Care at Missouri Hospitals, 2004 - 2006
This report examines how the 2005 changes to Medicaid have affected 40 Missouri hospitals, using data on uncompensated care and emergency department use. An executive summary is also available.
Issue Brief: Japan and Massachusetts - A Comparison of Universal Health Care Systems
This study provides an overview of the general structure of both the Massachusetts and Japanese health care systems, and outlines how each achieves universal health care for its residents. Additionally, the paper compares and contrasts not only the health care systems, but the demographic and cultural differences that affect the implementation of the health care structures within these entities. Finally, the paper concludes with an outlook on how universal coverage in Massachusetts might affect the health outcomes of the residents of that state.

Issue Brief: Impact of the Democratic Presidential Candidates Health Care Plans on the Uninsured in Missouri

This brief paper presents an estimate of the number of uninsured Missouri residents likely to receive health insurance coverage under the 2004 Democratic Presidential contenders' health care plans. Their proposals differ in scope, complexity and cost. Most analysis of those plans has been focused at the national level. The impact on a specific state has rarely been determined.

The State Children's Health Insurance Program (SCHIP)

The MFH fact sheet also highlights the discussion now occurring as Congress considers reauthorization of SCHIP in 2007. The program’s reauthorization provides these policymakers with the opportunity to not only fund the program at a level sufficient to maintain coverage for those already enrolled, but to increase funding so that even more of the nation’s uninsured children can receive health coverage.

Missourians' Attitudes on Health Care - A Bi-Partisan Analysis of Survey Findings

This report presents the results of a survey conducted by Lake Snell Perry & Associates and the Tarrance Group immediately following the November 2004 election on a variety of health care issues. The survey data demonstrate concern for the quality of health care in the state, for the growing number of uninsured individuals, and for helping seniors and low-income families with health care costs.

A Profile of Medicaid in Missouri - Report on Survey Findings

The following report contains the results of a survey about the Missouri Medicaid Program, conducted by Lake Snell Perry & Associates, Inc. It reveals strong support for Missouri Medicaid across ages and ethnicities in all regions of the state without regard to political affiliation.

Within the parameters of hospital charity care, this paper examines the historical context in which charity care emerged and evolved, as well as important concepts that have stemmed from the topic of charity care. It provides a broad sketch of the national landscape of charity care, paying special attention to the state of Missouri, and discusses policy and legal implications of charity care.

POLICY AND BILL ANALYSIS

Senate Bill 577 - Missouri Health Improvement Act of 2007 - Analysis Fact Sheet

Senate Bill 577 would reshape the Medicaid program in Missouri by moving recipients into a form of managed care, by providing these individuals with a health care home, and by creating incentives for developing healthy lifestyles. Also, the bill would minimize Medicaid enrollment by providing incentives for low-income workers to purchase private insurance and for older adults to purchase private long-term care coverage. This legislative analysis summarizes the essential elements of this bill.

House Bill 818: The Health Insurance Portability and Accessibility Act - Analysis Fact Sheet

House Bill 818 would make changes to Missouri’s Health Insurance Pool (MHIP) and establish a non-profit corporation, the Health Insurance Exchange. This legislative analysis examines specific sections of the bill and concludes that pooling could reduce the cost of health care for some individuals and employers, but is likely to have a small impact on Missouri’s uninsured.

Proposed Federal Medicaid Regulations: Impact on Missouri - Fact Sheet

The Centers for Medicare & Medicaid Services (CMS), the federal agency responsible for monitoring and regulating state Medicaid programs, have proposed seven regulatory changes that would reduce federal funding for the Medicaid program. In Missouri, these regulations would reduce federal funding by approximately $1.4 billion over the next 5 years.
